v0.10.1: a health check, and 410 for a removed feed

For operators

• A health check: GET /health answers 200 {"status":"ok"} when the instance and its storage answer, 503 {"status":"unavailable"} when the storage does not. Always on, no password or token, logged at debug. POST /health answers 405 now.
• The image has a HEALTHCHECK on it, so docker ps and monitors that read Docker's health status (such as Beszel) show healthy or unhealthy without any setup.

API

• The read API answers 410 for a feed the operator removed.

• A page that compares notefeed to ntfy, Gotify, chat webhooks and note-taking apps.
• The hosted service's docs say how to report content and what happens then.
