v0.13.0: a redesigned web app

Nothing to do when upgrading: no settings, storage or API changes. Operators may want their privacy page to mention that the browser now remembers the feeds it opened (local storage, never sent to the server; see ADR 0030).

Web UI

• A new look with the same identity: notes as cards, icons where an icon is clear, light and dark.
• Feed page: on a wide screen, your feeds and the About & legal menu on the left, the composer and the timeline in the middle, and the feed's details, read link and tags on the right. On a phone, a chat-style bar at the bottom posts a note directly; + opens the full composer.
• Your feeds: the feeds a browser opened are listed in a switcher, the left column and on the start page, remembered in the browser only.
• Settings as grouped rows (Profile, Sharing, Privacy & access, License, Danger zone), still working without JavaScript.
• Single note: Edit, Copy link, Report and Delete in an action bar, docked on a phone, in the right column on a wide screen. One Preview toggle replaces the Write and Preview tabs.
• License, imprint, privacy and terms pages redesigned. The footer links are also behind an About & legal menu.
• Android: an installed notefeed is in the share sheet for text and links, and opens the chosen feed's composer with them.

API and clients

• The client packages are unchanged and take the version of the release.
